Dr. Ajay Bhushan Pandey
Dr. Ajay Bhushan Pandey is an officer of Indian Administrative Service having over 33 years of experience at various positions in Government of India.
Dr. Pandey is a graduate of Electrical Engineering from IIT Kanpur. In 1998 he went on to join University of Minnesota where he obtained his MS and PhD degrees in Computer Science. In 2009, he was awarded the Distinguished Leadership Award for Internationals by the University of Minnesota for his outstanding leadership accomplishments in his professional career.
In his position as the Chief Executive Officer of Unique Identification Authority of India(UIDAI), Dr. Pandey has been steering the Aadhaar project in India since its beginning in 2010. Dr. Pandey has played a key role in drafting of Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, and Regulations for implementation of Aadhaar Act.
He has been entrusted with the charge of Chairman, GSTN in addition to his regular position of CEO of UIDAI.
Prakash Kumar is the first CEO of Goods and Services Tax Network. He worked as an officer of the Indian Administrative Services (IAS) from 1985 to 2008, where he handled varied portfolios including information technology, human resource management, public finance, corporate entities and industrial development amongst others. He has assumed various significant positions in the Government such as Secretary to State Government, Joint Secretary to the Government of India, Additional Commissioner of Sales Tax etc. For a year (2013-14) he worked as the National Technology Officer at Microsoft India. Prior to joining Microsoft, he headed Internet Business Solutions Group (IBSG), the strategic consulting arm of Cisco for five years (2008-13).
Prakash holds a Master degree in Public Finance under the World Bank Scholarship from National Graduate Research Institute for Policy Studies, Japan and a Bachelor degree in Technology from the Indian Institute of Technology (IIT) Kanpur. He is a strong advocate of right to information, a topic on which he has authored three books. He wrote a fortnightly column for a leading publication on IT and RTI for a year.
Dr. Abhishek Gupta
Dr. Abhishek Gupta belongs to the 1992 Batch of Indian Audit & Accounts Service (IAAS) and he joined as the first Executive Vice President (Support) in GSTN in July 2015, on deputation basis.
He heads the Support Vertical of GSTN consisting of HR, Finance, Administration, Legal and Corporate Communication Departments. He has a rich experience of working with the Comptroller & Auditor General (CAG) of India, Government of India and Government of Delhi. In his career spanning almost 25 years, he has handled diverse portfolios like Finance, Public Audit, Urban Transportation, Urban infrastructure, State Commercial Taxes, Defence, Railways, evaluation of flagship Government Schemes etc. He also served as Director (Finance) in the Delhi Transport Corporation (DTC) and Director (Finance) in the New Delhi Municipal Council (NDMC) for almost five years. Extensively trained in Public Finance and Management, Dr. Gupta possesses expertise in the fields of Policy formulation, Program Management, Public Finance & Audit, Administration, Legal matters, HR & Establishment, Project Appraisal and Procurement & Contract Management.
He holds diverse professional qualifications like MBBS, MBA (Finance), Post Graduate Diploma in Human Resource Management, LL.B. and LL.M. He has keen personal interest in Environmental Laws & issues, Intellectual Property Rights, Right to information, Institution building etc.
Kajal Singh is a 1992 batch officer of the IRS (Indian Customs & Central Excise) who has worked in various capacities in Customs and Central Excise at field level, systems and policy.
She started her career in Ahmedabad and has worked in Chennai and Delhi. She holds a Bachelor’s degree from Devi Ahilyabai Holkar University, Indore; LLB from Campus Law Centre, Delhi University and MBA (Public Policy) from University of Birmingham, U.K.
Prior to joining GSTN, she was working as Commissioner (Revenue Intelligence and Investigation) Anti-Smuggling Unit, CBEC, Department of Revenue where she handled Policy matters and analysis and evaluation of Anti-Smuggling measures in the context of the Intelligence and Preventive arrangements in Customs. She was the Regional Contact Point for World Customs Organisation (WCO) Asia Pacific region for three years and represented Indian Customs in various international events. She participated in the World Trade Organisation Trade Facilitation Agreement (WTO TFA) Negotiating Plenary and other meetings in Geneva as customs expert from capital. She is an Accredited expert of WCO for Time Release Studies (TRS).
She was the project incharge for the Electronic Accounting System in Excise and Service Tax (EASIEST) which ushered e-payment in Central Excise and Service Tax.
Nitin has joined GSTN as Executive Vice President (Technology). He has around 21 years of work experience in Information Technology in variety of industry verticals like Systems Integration, EDA, Internet and e-Commerce, BFSI and Retail.
He is a passionate technologist and has held various leadership and Management positions. Besides his corporate exposure, Nitin was also part of founding team of a start-up focussed in Retail and Analytics space. He has had rich experience in designing, developing, managing and running very large scale internet application platforms and has been a keen student of big data technologies. Prior to joining GSTN, Nitin was working as a Senior Architect with Walmart Labs in Bangalore. Some of his past experiences has been with Cadence, Yahoo, Goldman Sachs & Tata Elxsi.
He holds a Masters in Management from Indian Institute of Management, Kozhikode majoring in Finance and marketing and a Bachelors in Engineering from Marathwada University in Industrial Electronics.
SVP - Software Development
Nirmal Kumar heads the Software Development at Goods and Services Network. Having worked with Oracle, as Group Manager – Product Development for 11 years, he has extensive experience in developing business applications software and change management. He played a similar role in Maruti Udyog Limited (now Maruti Suzuki India Limited) for 7 years handling Sales and Supply Chain software application development and support activities. Nirmal Kumar started his career with The Tinplate Company of India limited (A Tata Company) as a Systems Trainee in September 1994.
He holds a Master in Physics from Kurukshetra University, Master of Computer Applications from NIT Jamshedpur and EGMP-IT from Indian Institute of Management (IIM), Bangalore.
Col. Pankaj Dikshit
SVP - IT Infrastructure
Colonel Pankaj Dikshit (Retd) has rich and varied experience in the domain of IT. Having majored in Computer Tech from IIT Delhi and graduated in Electronics and Telecommunications from JNU, he has successfully designed technology solutions and inducted cutting edge technology in the Army for more than 2 decades. He was part of the team that designed and delivered the Army’s first secure and mission critical IT network (Army Wide Area Network – AWAN) and has planned and designed IT communications for diplomatic and strategic depth for some of India’s friendly neighbours. After his retirement from the Forces, he worked in IBM India for two and a half years and has now been with Goods and Services Tax Network since March 2015 as the Senior Vice President of IT. At GSTN he owns the IT infrastructure, IT operations and IT services provisioning. Having selected the IT partner who shall implement the GST network, the GSTN team is in in the thick of Project implementation so as to be GST ready. He is certified in governance of Enterprise IT (CGEIT from ISACA) as well as an ITIL Master. Currently he is also pursuing his Ph D from IIT Delhi.
Vashishtha Chaudhary is Senior Vice President (Services) looking after the GST portal. He is an IRS officer of 1997 Batch on deputation with GSTN since Sept 2016. He has more than 19 years’ of work experience related to tax administration under Central Excise, Service Tax & Customs. He has handled development, implementation, operation support, helpdesk grievance redressal and knowledge management of Indian Customs EDI Gateway. He has been actively involved in developing and implementing Single Window System of Customs, Customs EDI System’s Integration with RBI, Ministry of Railways, Ministry of Commerce (SEZ) etc. He has been sincerely associated with some international projects under CBEC like Global Customs Networking, Pre-shipment data exchange with BRICS countries and AEO-MRA etc.
Vashishtha provided key management support to the Customs EDI Gateway System’s operation and helpdesk for five years. He also has a vast experience of enforcement assignments under Customs, Central Excise and Service Tax administration.
SVP (Outreach and Capability Building)
Rajeev Agarwal is Senior Vice President leading the Outreach & Capability building function at GSTN. He is a 1995 batch officer of the Indian Revenue Services (Customs & Central Excise) on deputation to GSTN. He has worked in various capacities as Divisional-in-charge for 4 years and at mid-management level as Joint and Additional Commissioner for 11 years in Delhi, prior to joining GSTN in Sept 2016. He has also worked as Project Manager for Automation of Central Excise & Service Tax (ACES), from 2009 to 2012, in Central Board of Excise & Customs (CBEC). ACES is one of the Mission Mode Projects (MMP) of Government of India, under National e-Governance Plan (NeGP), which has automated all major procedures in Central Excise & Service Tax. As a Project Manager he monitored all the aspects of ACES Project, including development of user friendly utilities in the application, training of taxpayers and CBEC officials, development of Learning Management Software, development of the new look of ACES website & coordination with ICAI, ICWAI & ICSI for setting up of Certified Facilitation Centres.
Rajeev holds a Bachelor’s degree in Technology from the Indian Institute of Technology (IIT) Kanpur in Mechanical Engineering and a Masters degree in Technology from the same Institute in Nuclear Engineering.
Pramod B. Somnathe
SVP (Procurement & Contracts)
Pramod B. Somnathe is having more than 19 years of Professional Experience in Procurement and Contracts Management. He is an Engineer with MBA from Mumbai University. Before joining GSTN, he has worked with Chennai Metro Rail, heading the Procurement Department, wherein he was Instrumental in setting-up and heading the Procurement and Material Management Department.
He has also worked with RGPPL (JV by NTPC and GAIL ) and with ICWAI as Joint Director. He had handled, Government of India’s prestigious projects like Pradhan Mantri Swasthya Suraksha Yojna (PMSSY) with HSCC Ltd and TEQIP Projects of Ministry of HRD with Ed.CIL. He has rich procurement experience in the field of Metro rails, Power plant, Health and Education sector.
Anand Pande is an astute and accomplished leader with more than 18 years of experience in InfoSec, IT- Governance, Risk Management and Compliance.
He has an expertise in transforming complex compliance requirements into user friendly work processes; and implementing them across the organization to ensure overall governance. Specific areas of expertise include designing, implementation and management of Information Security, IT Infra, IT Security (ISMS), ITSMS,BCMS, EMS, NOC, SOCC Operations, IT Procurement and vendor management. He has worked across different industrial sectors like BFSI, FMCG, IT/ITES, Telecommunication, Financial Institution – Regulators, IT Software Product Development and Technology.
He has acquired professional certifications like CISA, CISM, coBIT, Lead Auditor-ISO27001:2013, ISO20000-1, ISO14001, BS25999 and successfully managed and implemented the international standards such as ISMS, ITSMS, BCMS, PCI DSS, SSAE-16 etc.

Pankaj Sharma has joined as Vice President- Company Secretary & Chief Compliance Officer in GSTN in April, 2017.
He has a rich experience of 14 years plus in diversified industries. In his career spanning, he possesses expertise in the fields of company secretary, compliances and legal functions.
He has handled conducting of board meetings, general meetings, annual general meetings, committee meetings, preparation of agenda, minutes, annual report, legal due diligences many times for fund raising activities, maintenance of statutory registers & records, stock exchange listing compliances, issuance of equity & preference shares, private placement of shares, preferential allotment of shares, issuance of FCCB & GDR at Luxembourg Stock Exchange, issuance of taxable and tax free bonds, incorporation of companies, alteration of MOA & AOA, change of name of companies and many other corporate secretarial matters and ROC compliances, compliances under labour laws, legal matters, litigations, finalization of agreements, contracts and other MOUs at organizations of repute at NetAmbit, Brushman, Om logistics and IRFC.
He is commerce graduate from University of Delhi and holds professional qualifications like member of the Institute of Company Secretaries of India (ICSI), LL.B from University of Delhi.”

Prabin is the Chief Financial Officer with Goods & Services Tax Network (GSTN)
Selected as one of best CFO by the Institute of Chartered Accountant of India, Prabin is a seasoned Finance, Commercial and strategy professional with more than 20 years of experience in Fortune 500 Company /Big 4 Management Consulting firm/Public Private Partnership (PPP) start up.
Prabin is a Fellow member of the Institute of Chartered Accountant of India (ICAI) and also holds a Diploma in Information System Audit (DISA) from the same Institute. In addition, he is CMA (Cost and Management Accountant) and holds a degree in Cost Accountancy from the Institute of Cost and Works Accountants of India (ICWAI) where he has got 10th Rank and is also a qualified Company Secretary from the Institute of Company Secretaries of India (ICSI). He had been offered full scholarship by ADB and JBIC for pursuing MBA from one of the leading business school in Asia.
While Prabin was the CFO and Founding member of Delhi Aviation Fuel Facility Limited, a GMR group entity which built from scratch to make a dividend paying company, his passion for philanthropy had resulted in FICCI CSR and BT India CSR award for company apart from getting applauded. He was part of FICCI Aviation committee and contributed in various policy for the sector.
