Navin Kumar is the first Chairman of the Goods and Services Tax Network. A member of the Indian Administrative Service (1975 batch), he superannuated in 2012 after serving with the Government of India and the State Government of Bihar for 37 years in various senior administrative positions.
Born in 1952, Kumar did Post Graduation in Physics with First Class academic credentials. He joined the Civil Service in 1975 at the early age of 23 and was assigned to the state cadre of Bihar. In his long career, he served in areas such as urban development, education, social security, youth affairs, water resources, energy, industries, broadcasting, IT and finance in Central and State Governments.
Kumar has served as Secretary to Govt of India in the Ministry of Urban Development. He was the Chairman of Delhi Metro Rail Corporation as well as that of the other Metro Rail companies operating at Bangalore, Chennai and Kolkata. Subsequently, he was appointed Chief Secretary of Bihar, the position from which he retired in 2012.
Kumar was the first IT Secretary of Bihar. Under his leadership, several eGovernance projects were implemented including the State Wide Area Network, the Secretariat LAN, creation of Computerized Treasury Network for the entire state, VAT Management Information System, Common Services Centres in every panchayat, etc.
Extensively trained in Management and Public Policy, Kumar is a tech-savvy person. He has set up a blog (www.1wordtut.com) for giving tutorials in the popular software MS Word. Besides, he takes keen interest in drawing and painting, trying his hand at fine arts during his leisure.
